Officer Brian Dulany

The Monroe City Police Department (MCPD) welcomes Officer Brian Dulany, of Moberly. Officer Dulany is a 2007 graduate from the Moberly Area Community College Law Enforcement. He previously served the Centralia community before joining the MCPD. Officer Dulany shared, “I like the department and community here, I believe this is a good fit for my career.”

Officer Dulany enjoys spending time with his family, the outdoors and DIY projects. He is currently engaged and has a five month old daughter, along with three horses and four dogs, of which one is a former partner and K-9 officer.


Officer Matt Frank

The Monroe City Police Department welcomes Officer Matt Frank to the community. Officer Frank currently lives in Center, formerly of Quincy, IL. He is a 2017 graduate of the Law Enforcement Training Institute in Columbia.

Officer Frank served in the United States Army before becoming a law enforcement officer. He shared, “I enjoy serving the community and being a part of the law enforcement team.” Officer Frank enjoys spending time outdoors, fishing and target shooting.
