Monroe County Prosecuting Talley Smith

Monroe County Prosecuting Attorney Talley (Kendrick) Smith announces the following individuals were sentenced to the Missouri Department of Corrections between January 1, 2020, and April 30, 2020:

1. Larry Hornbarger, of Madison, had previously pled guilty to Forgery and was placed on probation. The defendant failed to abide by the terms and conditions of his probation and Monroe County Prosecuting Attorney Talley (Kendrick) Smith filed a motion to revoke his probation on November 26, 2019. The defendant was ordered to serve his previously imposed four (4) year sentence in the Missouri Department of Corrections. The defendant had previously been ordered to complete the Institutional Treatment Program in the Missouri Department of Corrections. This case was originally investigated by the Monroe County Sheriff’s Office.

2. Trina Ragsdale, of Thompson, previously pled guilty to Possession of a Controlled Substance and was placed on probation. The defendant failed to abide by the terms and conditions of her probation and Monroe County Prosecuting Attorney Talley (Kendrick) Smith filed a motion to revoke her probation on August 7, 2019. The defendant was ordered to serve her previously imposed five (5) year sentence in the Missouri Department of Corrections. This case was originally investigated by the Monroe County Sheriff’s Office.

3. Tyler Franklin, of Hannibal, had previously pled guilty to Possession of a Controlled Substance and was placed on probation. The defendant failed to abide by the terms and conditions of his probation and Monroe County Prosecuting Attorney Talley (Kendrick) Smith filed a motion to revoke his probation on May 24, 2019. The defendant was ordered to serve his previously imposed seven (7) year sentence in the Missouri Department of Corrections. This case was originally investigated by the Monroe County Sheriff’s Office.

4. Charles Talley, of Monroe City, pled guilty to Possession of a Controlled Substance on April 21, 2020. He was sentenced to seven (7) years in the Missouri Department of Corrections. This case was originally investigated by the Monroe City Police Department.

5. Michael Bartlow, of Mexico, had previously pled guilty to Possession of a Controlled Substance and was placed on probation. The defendant failed to abide by the terms and conditions of his probation and Monroe County Prosecuting Attorney Talley (Kendrick) Smith filed a motion to revoke his probation on March 11, 2020. The defendant was ordered to serve his previously imposed five (5) year sentence in the Missouri Department of Corrections. The defendant had previously been ordered to complete the Institutional Treatment Program in the Missouri Department of Corrections. This case was originally investigated by the Monroe County Sheriff’s Office.

6. Seth Bourque, of Kansas City, had previously pled guilty to Distribution of a Controlled Substance and had been ordered to complete the Institutional Treatment Program in the Missouri Department of Corrections. Following his completion of the program, the defendant was placed on probation. The defendant failed to abide by the terms and conditions of his probation. The defendant was ordered to serve his previously imposed eleven (11) year sentence. The defendant was twice ordered to complete the Institutional Treatment Program during the pendency of this case. This case was originally investigated by the Northeast Missouri Narcotics Task Force.
