Steven Lawrence Kempker has been charged with a DWI following a multi-vehicle accident that occurred on June 23 near Route N and Highway 24 in Monroe County.

On June 23, Highway 24 was closed down after a mulit-vehicle accident occurred South of Monroe City near Route N injuring a father and son and resulted in the arrest of another man.

Monroe City Fire Department, Monroe City Police Department, Monroe County Sheriff’s Office and Missouri State Patrol worked the scene for more than two hours.

Two persons receiving serious injuries were Ethan Messer, of Palmyra, and his seven-year-old son, who were both flown by helicopter to University of Missouri Hospital, Columbia.

Arrested was 49-year old Steven Lawrence Kempker, of Stoutsville, was charged with a DWI and taken to the Monroe County Jail after refusing medical treatment.

Kempker was traveling Southbound on Highway 24 in a 2016 Chevrolet Colorado, when he was struck while trying to make a left turn by Messer, who was traveling Northbound in a 2005 Pontiac G6.
