Board of Education accepts resignation of middle school principal

The Monroe City R-1 Board of Education met in special session Monday night to accept the resignation of Monroe City Middle School Principal Ty Crain and Monroe City Elementary kindegarten teacher Mitzi Vannoy.

Crain has accepted a middle school principal position with the Union R-XI School District as Middle School Principal beginning July 1. Crain came to Monroe City in January of 2001 as a student teacher in the Agricultural Education Department with Steve Yates. He later took a full time position in the department and continued for six years. In 2007, he was hired to be the middle school principal and has served at that position for five years. Vannoy is moving to the Springfield, Mo. area.  She began her career in the Monroe City School district in 1994 and has been with the district 18 years.

The Monroe City R-1 Board of Education met during regular session last Monday night and voted to hire Shannon Quinn as the music teacher kindergarten through sixth grade gifted and Kindergarten through fourth grade music teacher for the 2012-2013 school year.

Quinn currently works in the Paris School district as a vocalist teacher and will add the new position in the Monroe City R-1 district.

“She’s a great addition to the district and we are very excited to have her here. The addition of the position allows more minutes of vocal instruction and music,” Monroe City R-1 Superintendent Jim Masters said.

Carol Mudd, who currently serves in this position, will instruct elementary math only, allowing more expansion for vocal music opportunities for in the elementary and increase the number of available minutes of instruction in the gifted program and create more flexibility in communication arts instruction.

Board members also voted with all members in favor to extend the contracts of building principals Ty Crain, Ryan Watson and Kim Shinn through the 2013-2014 school year.

During new business, the board approved, with all in favor, the district essential learning outcomes. These outcomes are a part of curriculum development and grade level expectations for each building. The outcomes are based on specific categories the students are expected to learn in a 174 day period.

The board also approved the new district faculty, student communications policy. This policy addresses personal, private communication deemed inappropriate if the communication is sexual in nature; is sexually suggestive; suggests romantic activity with a student or students; or otherwise is inconsistent with board policy. Violation of this provision will result in disciplinary action up to and including dismissal. Employee’s communication with students and teacher’s electronic media must be made available to the students parents or guardians. This policy does not apply where the communication is between the teacher and his or her children or siblings.

Masters said if there is reason to believe there is inappropriate communication between a student and faculty member, the teacher will be required to provide access to the device with the specific communication being referred.

Masters also said there are other forms of communication in place for the students and faculty to communicate and the new policy comes on the heels of the Amy Hestir Student Protection Act recently passed, forcing every school district across the state to develop a written policy concerning teacher-student communication.

Later, the board approved the grant writing reimbursement policy with a revision. The purpose of the reimbursement policy is to encourage efforts to maintain or develop programs intended to improve district facilities, programs or services.

Also it enhances revenue streams through access to state incentive grants, private or corporate grants, school-business partnerships and other similar grant or support programs and rewards the successful efforts of district employees.

The revised clause within the policy states in the event that goods and services are provided, in lieu of monetary awards, the fair market value of the goods and services received will serve as the basis for reimbursement.

The board set a date for the budget workshop at 8 p.m.  on Monday, March 5.

During the communications portion of the meeting, Masters said the  district received a thank you letter from the Joplin Bright Future program for the $800 donation from the Monroe City Student Council gold rush T-shirt sales. Masters also said the district received a thank you from the Bertha Williams families.
